[sbopkg-discuss] Suggestion - sbopkg.conf

I upgraded to 0.26 today & really appreciate the "local" option. I
modified the SLACKVER line in sbopkg.conf to:

SLACKVER=${SLACKVER:-12.2}

so that I can start by:

SLACKVER=local sbopkg

& get to the "local" files. Not a big deal, but maybe helpful.
