In your shell init files, do this:
MAKEFLAGS="-j5"
export MAKEFLAGS

In most cases, allowing access to the pending/ area would not offer
a significant number of new applications - it's mostly just version
updates
and such usually. Even so, the answer is an unequivocal NO. We have
no plans of making that area available to users. While *you* may very
well be fully capable of understanding the distinction, prior experience
tells me that it's only a matter of time before someone would fail to do
so, and then it would twisted around to reflect badly upon us.
